Connect your Twilio account with its Account SID and auth token, then Import numbers. Every voice-capable number the account owns is listed. Assign an agent to one and its incoming calls go to that agent; remove the agent and the number is handed back. For a number you already have with a carrier, including the Saudi numbers Twilio does not sell. Your carrier sends the calls for that number over SIP to your Twilio account, and Twilio hands them to your agent. Nothing about the number changes: no porting, no notice period, no window where callers reach a dead line.1
Connect Twilio
SIP calls arrive through your own Twilio account, so connect it first. You do not need to buy a number there. Use an upgraded account: a trial account plays Twilio’s own message at the start of every call.

Create a SIP trunk
On Phone Numbers, choose Import number, then Any carrier, over SIP. Give it a name and list the numbers your carrier routes down it, as
+966112345678 or the local 0112345678, 9200… or 800… form. If your carrier gives you the IP addresses it sends calls from, add them too.3
Send the details to your carrier
Voho sets up a SIP address for the trunk in your Twilio account and shows you, once, what your carrier needs:
The password is shown once. If it is lost, delete the trunk and create another.

Assign an agent
Pick an agent for each number. The trunk shows pending until the first call arrives, then active.
Carriers do not all put the dialled number in the request URI. If yours sends a pilot number or an extension instead, a trunk with a single number still routes every call to it. With several numbers on one trunk, ask the carrier to send the dialled number.
Getting a Saudi number
If you do not have a number yet, take one from a Saudi carrier that offers SIP, then bring it as above. Geographic (011, 012, 013), 9200 unified and 800 toll-free numbers are all offered over SIP by Saudi carriers; mobile-looking05 numbers are generally not.
Number provisioning in Saudi Arabia is the carrier’s process and subject to Saudi regulation. Expect to identify the legal entity taking the number and the person authorised to sign for it, and do not commit a launch date to your own customers until the carrier has confirmed the number.
